He has moved, and I have yet to find him, be wary though, if you travel too far in skyshrine, Yelinak might find you and unless you have killed Tormax a few times, i would stay far far from him.
Being a bard, warmly is needed, as you can hit ally with your faction song. Using this method you can still get the quests finished and laugh at the warriors still in GD killing dire wolves for faction.
Where?: well, it's a long way in... a LOOOOONG way in. The pool room with the tp to CS, go past that, on the left there are stairs that go up, you'll need to find your way through a maze with teleporters, then you'll need to travel another 24715012746592734 miles through a bunch of stuff and there's a room with a bunch of wyverns with the same last name, this is where your quest guy is :)
Along the way you'll likely pass several library looking rooms also with wyverns of the same last name, they seem not to say anything.. I was feeling pretty discouraged by that, but keep going.
I used maps from www.eqmaps.com and there's one in there with a set of 6 maps in a .zip file. It shows where the mobs are (spawn points and wander paths) but just has yellow squares which generally indicate Fe'Dhar spawn points. All mobs along the way (AFAIK at least) are on CoV faction so no dangers in taking this long route if you're ready to do your armor quest (i.e. Ally)
Okay well i'v been looking at these bard quest armor and DAMN thats aswome and i want to know where should i stand with the little dwarvs or the big dumb giants to get this armor quest
