They are small boats located underwater. Put this in the relevant map file for the Barren Coast most likely in C:\Users\Public\Daybreak Game Company\Installed Games\EverQuest\maps and then perhaps a subfolder for brewalls or Good's maps.

Tempest Festival: A Curse of Madness

This is the first quest in the Tempest Festival series from Rand Tanlonikan.
You can obtain this task from Rand Tanlonikan in Barren Coast. He is found at /waypoint -169.02, -62.74, 4.80 in barren coast at the merchant camp. You say, 'Hail, Rand Tanlonikan' Rand Tanlonikan says, 'Brr. I just can't get warm. Oh, hello there. Did you [see] it too?' You say, 'See what?' Rand Tanlonikan says, 'That thing. That thing that [pulled] me into the water. I was just rowing my boat along and the next thing I knew I was underwater gasping for air!' You say, 'What pulled you into the water?' Rand Tanlonikan says, 'I don't know; it happened so fast. Can you [look] along the shore for my boat and let me know if you find anything?' You say, 'Sure, I can look.' Rand Tanlonikan says, 'I can't wait to know what you find.' You have been assigned the task 'A Curse of Madness'. Something pulled Rand into the water and crashed his boat. He is not sure what caused it and wants you to look into the matter. Quest Text: Head east to the shore and look for Rand's boat. This updates due east of Rand at about /waypoint -114, -380, -3 Yellow text This boat has long scratches along the bottom of the stern. Your task 'A Curse of Madness' has been updated. Quest Text: Head south east under the water and see if you can find any other clues. This update son the sea floor due east of the last update at a rowboat on the bottom. /waypoint -168.51, -806.98, -46.21 Yellow text This boat has had its boards pulled from their places. There are scratches in the seabed leading off to the southeast. Your task 'A Curse of Madness' has been updated. Quest Text: Follow the trail of wrecked boats along the seabed and try to figure out what is damaging the boats. This update is more south than east at another rowboat on the bottom. /waypoint -774.06, -1150.22, -97.67 Yellow text This boat has fingered-sized holes drilled through the wood in multiple places as if it was attacked by multiple beings. There are scratches in the seabed leading off to the southeast. PM Your task 'A Curse of Madness' has been updated. Quest Text: Look for another wrecked boat and search it for clues. This update is more south than east at another rowboat on the bottom. /waypoint -1399.95, -1238.79, -82.10 You will be attacked by a level 115 a crazed siren when you find the spot. Yellow text This boat looks like it has recently fallen to the seabed. Your task 'A Curse of Madness' has been updated. Note: I do not know if multiple people doing this will cause multiple sirens to spawn, however, everyone in the group who had the quest that was not yet complete the previous update did NOT spawn a siren when they got to the boat, and showed green having credit for killing the siren. A crazed siren glares at you with madness and attacks. You have slain a crazed siren! A crazed siren's corpse sighs as the madness leaves her eyes. Your task 'A Curse of Madness' has been updated. You say, 'Hail, Rand Tanlonikan' Rand Tanlonikan says, 'Hello, did you find anything that could have [attacked my boat]?' You say, 'Yes. I found a crazed siren, that is attacking boats out in the water.' Rand Tanlonikan says, 'That is odd. There are no sirens in this area. I guess I will be avoiding the water for a bit. It's a shame really, I was working on fishing for the Tempest Festival. Can't have a feast without the [fish].' Your task 'A Curse of Madness' has been updated. You have received a replay timer for 'A Curse of Madness': 0d:5h:0m remaining. Rand appreciates your efforts and will avoid the water for now. He doesn't want to tangle with the sea until whatever is driving the sirens mad has been resolved.
