If you got the task, and did not complete it, you may have fulgurites on you. If you are grouped then with people who need the fulgurites, because you have them, they will or may not drop. Just remove the quest and do it again. Make sure everyone in the group gets the quest, even if they don't want to finish it, and plenty of fulgurites will drop on each kill, usually one per player. This means if 6 people have the quest, then 6 will drop.
At the end, clicking his prompt on "fulgurites" will not get the update. Type "the fulgurites" for the update.

He can be found near the zone in from Basilica of Adumbration. He is on the find tool CTRL F. You say, 'Hail, Daerius Jaegir' Daerius Jaegir says, 'Stop wasting my time. Did you find out more about [the power]?' You say, 'What about the power?' Daerius Jaegir says, 'Look at the patterns in this scar. You can tell that a great power struck here, and you can even see that at certain points [small fulgurites] have formed. It must have been an intense battle.' You say, 'What small fulgurites?' Daerius Jaegir says, 'A fulgurite forms when a source of power like lightning hits the ground and melts the material together. It just doesn't make [any sense].' You say, 'What doesn't make any sense?' Daerius Jaegir opens his arms wide in a questioning manner. 'Everything. The patterns and damage suggest fire, but the fulgurite formations suggest lightning. Who did this? Was it [Lizenael Methinon]? How long has it been here? Why have [the inhabitants] left the scars mostly alone? You would think that they would want everything to go back to normal.' You say, 'Who is Lizenael Methinon?' Daerius Jaegir says, 'Methinon is a fellow wizard. He went missing a while ago, and I`m trying to track him down.' You say, 'The inhabitants don't seem to be that observant.' Daerius Jaegir says, 'These creatures are not conventional, they are territorial and have no need of subsistence. They seem to exist just to maintain this territory. They should be laboring to return this barren valley to a state prior to any [intrusion].' You say, 'What intrusion?' You have been assigned the task 'Catching Lightning'. Daerius Jaegir says, 'Well obviously, Methinon sent people here to investigate this land. It`s apparent that the investigation did not go as planned. I would even speculate that they have been repelled or eliminated. Can you [hunt some] of the creatures and see what they have been getting into. Maybe I will learn what is repelling them.'
