Just found out this spell can be bought for 7.875plat (with 130 CHA) off Galarono McHalorsos in the center building of the Bazaar
EDIT: Checked this NPC twice since I posted and no spell. However, another vendor across from Galorono in the same room did have it, so maybe the spell is found randomly in that room of vendors, just FYI. Hope I'm not sending anyone on a wild goose chase.

Drops like candy at UD in velks. Accept no substitutes.

This also drops off an accient wurm also, seems like most spell drops. Kill an elder, then an accient, , keep doing this, and ever 2nd accient has a spell
