Verified. It is No Destroy, and does not poof once the Quest is done or when it is used.
In any zone other than Steamfont, you see, "You cannot use that item here."
In Steamfont (with the Quest done and gone), you see, "You have no need to use that item right now."
It is also No Storage, so you can't bank it or put it in a house. Nor will it go on your illusion key Ring.
If you want to get rid of it, you can give it to a Priest of Discord.
