I tried to use this and it told me i needed fishscales /shrug

What part of the quest gives this as a reward?

I got this after I handed Noble Helssen the failure report. Pretty sure it was added into the quest for melees to use (and others who can't cast it) for enduring breath when talking to Corudoth.

You can occasionally get this by killing the Leutenant (I forget his name right now, doh). He's a Giant that is guarding the bank in Kael Drakkal
