White Ornate Chain Worg Bridle is achieved by combining Ornate Chain Bridle which is the Emperor Ssraeshza drop in Ssraeshza Temple with a Worg.
A Worg color does not change so it would not matter if it was White Ornate or Black Ornate Chain Bridle from Lord Inquisitor Seru in Sanctus Seru.
But main point is this is nothing to do with Ornate Barding

Would have to assume this is the result of combining your ornate barding with a white chain horse (this gets you white ornate chain bridle), and then combining that bridle with your worg bridle. Both the Ornate barding and the worg bridle are "gifts" from buying 2 different expansions. You can combine the ornate barding and a buyable chain bridle by doing a mini quest in bazaar. talk to the guy on the right as you enter the stables and he will talk about a chest in one of the stables... pretty self explantory.... then you can talk to the worg master dwarf in the central hub of bazaar to combine your worg bridle with another bridle to make your worg the speed of your other bridle. So, and this is all a guess, the steps would be:
1. Have both the worg bridle and Ornate barding from previous expansion purchases.
2. Buy a White Chain Bridle
3. Do mini quest in stables for container to combine White Chain Bridle and your Ornate barding to get White Chain Ornate Bridle
4. Speak with Dwarf Worg Master in central hub of bazaar to get container.
5. Combine White Chain Ornate Bridle with Worg Bridle
6. Ride away into the sunset on your White Ornate Chain Worg Bridle.
Can not stress enough, this is a GUESS. I know you can combine the ornate barding and chain horse, and I know you can combine the worg bridle and chain horse... I do NOT know for a fact you can combine the previously combined ornate horse with a worg.
